By-Laws

 

As voted by the members on the first meeting, the association will have the following officers to run the day to day operation of the property:

President, Vice-President, Secretary, Treasurer, 5 trustees (1 for each property) and 5 directors.

Election of Officers will be held the first meeting in April and to take effect in 2007.

President, Secretary, and Trustees will be elected in the even years.

Vice-President, Treasurer, and Directors will be elected in the odd years.

FEES: Full Member $200.00

Family non-hunting member $40.00

Family ATV pass $20.00 additional to membership

College student/Active Military $50.00

1. Dues must be paid by the 1st meeting in March for the current calendar year. Members not paying by the 1st meeting in March will be moved to the waiting list and their spot will be given to the next on the list.

2. All fees subject to change at the beginning of each calendar year.

3. Full membership will be limited to 125 members. No limit for family non-hunting or college student/active military.

4. Full membership includes yourself, any of your children 18 and under including grandchildren 18 and under, and your spouse (no hunting privileges). You, your children, and grandchildren will be entitled to unlimited hunting. If your spouse wishes to hunt, they will be required to purchase a membership, in the event no spaces are available, they will get first priority on the waiting list. A full member will have limited ATV use during Spring gobbler, archery, bear, and rifle deer. During these seasons, a member will not be able to ride during PA Game Commission hunting hours except on designated trails. During archery, bear, and rifle deer season, a member may retreive a harvested deer off the designated trail, speed not to exceed 10 mph. A handicap person will be able to ride an ATV anywhere on the property anytime, provided they have a handicap driver's parking permit.

5. Each member must fill out an association harvest card for any turkey or deer taken from the property. The report should include the area harvested. The harvest card is to be turned in with your dues in March.

6. Family non-hunting membership includes a full members children over 18, parents and siblings. A non-hunting member may not hunt, vote, and will have limited operation of an ATV during any turkey season, archery, bear, and rifle deer season. An ATV will only be operated on Sundays on these restricted days.

7. Full and family non-hunting members will be allowed to operate an ATV with your membership, other family members (child 18 and under, spouse) will require purchase of the family ATV pass. Each ATV will be required to display an association sticker on the front of the left rear fender. (Sticker sold separately.)

8. College student/Active Military member will have the same rights as a full member except no voting rights. Their membership will not count towards the membership cap of 125 full members. To be eligible for membership as college student or active military, you must have a family member with a full membership.

9. All ATV's will be licensed and insured per DCNR regulations. Helmets will be worn at all times.

10. To run for an elected office, you must attend 50% of the meetings and work parties and be a full member.

11. Family non-hunting, college student and active military members will not be permitted to hold an official position within the association. (Officers, Trustees, or Director)

12. Meetings of officers must have a quorum of 7 officers to hold a meeting.

13. All rules and regulations of the PA Game Commission will be followed.

14. No doe tags will be allowed to be used on the property except for junior hunters and during late muzzleloader season. Doe hunting will be evaluated each year by the membership.

15. No hunting guests other that described in full membership description.

16. No permanent tree stands will be allowed on the property, portable only. A safety harness must be worn while in a tree stand. Use of a tree stand is at your own risk.

17. Bylaw changes must be read at 2 general meetings and voted on at the 3rd meeting by the members in attendance. Majority vote rules.

18. Fishing will be permitted on the Laborde property by the public. Walk-in fishing only.

19. The club judiciary board will be made up of club officers and board of directors, with the President having the tie-breaking vote.

20. Game law violations and bylaw violations will be ruled on by the judiciary board.

21. Members that have children that turn 18, finish with college, or finish with the military will have to pay the full membership fee and will replace the next available opening in the membership. They will be allowed to continue hunting until the opening occurs.
